MR GERARD'S APPEAL TO GERMANY.
(Reuter's Telegram.) (Received September 1, 8.30 a.m.) ' LONDON. August 31. fn to-day's instalment of his memoirs, Mr Gerard,-, late American Ambassador at Berlin, returns to the . anxious week prior to the declaration of war. He relates how everything pointed to Germany's fixed determination to make war. Finally when Mr Gerard saw there was' practically no hope, he addressed on July 30th n last despairing appeal to Dr. Bethmanh Hollweg, which was probably unprecedented m the" annals of diplomacy. Tlie appeal, made by letter, was: "Is there. nothing my country can do nothing I win do, towards stopping this dreadful war? I am. sure the Pre.sident will approve of any act of mine looking towards peace?" Mr Gerard adds simply : "To this letter I never had a reply. War was declared on Russia iiext day."
