UNCLE SAM'S MONEY AND MEN.
SAN FRANCISCO, July 26. The speed with which the first detachments of the United States Expeditionary Forces were- landed m France, and the admirable success of the financial measures undertaken to meet the war outlay, have caused some revision of opinions regards the time at which Uncle Sam's intervention will become effective. It is thought now that by November the American troops m France will number several hundred thousands, with the prospect of tsteady increase during the winter months. America, boasted but a comparatively insignificant army, and consequently the mobilisation of her man forces of the country; and converting thorn into fighting units, .was expected' to constitute a superhuman task, but profiting by tho wonderful example of England nt the starting of the Mar Uncle Sam is making extraordinary progress m raising a really formidable army to fling into the field against the Prnssian militarists. With tlie selective draft some 680,000 men have been ' called' to the coiors, and everywhere all over the vast American continent immense camps for the training of the new army are springing into existence.
