They allleged , m Russia, where autocracy had;, been abolished, that Britain was .hostile and reactionary, and m Spain, where a constitutional monarchy existed, that Britain was fomenting revolution. Both statement, were untrue and absurd and inconsistent with British policy. He 1 was taking the best steps to counteract the German , stories.
