- _ NEW YORK, June 12. lhe NeAv York Sun's Washington correspondent states that the plans of Mr. Newton Baiter (Secretary for War) for the construction of 100,000 aeroplanes are completed. -'Congress . .appropriation is all that is needed to start construction and training. The- correspondent adds that the cost wilttjt&..a billion dol-laa-s, but it will blind tHp&iemy's eyes, and exert perhaps a decisive pressure within a feAv months. ,
