VANCOUVER, March 11.

A Washington message says that Turkey, without success, attempted to secure the consent of the United States to the abrogation of the extra territorial lights of foreigners in connection with the proposed new form of exequatur issued to tlie four Consuls transferred from Germany, omitting the right to sit as judges in cases involving Americans and American property. America replied that she wou.d not consent to the negotiations* Reports show that the Consuls were detained in Germany to avoid embarrassing her Ally by sending them during the negotiations.
