The Dominions' Commission report ou Canada states that there is a strong under-current of opposition to emigration from Canada as now carried on, particularly among the wago-earners of tho cities. Too much attention has hitherto been devoted to attracting immigrants and too little attention* to equipping them. The report emphasises the growing shortage of agricultural land available for settlement m Manitoba, Saskatchewan, and Alberta. The New Zealand Government's subsidising of stc&niship services has considerably assisted the Canada-New Zcalaiul trade.
