THE ZIMMERMAN NOTE
BELIEF THAT IT FAILED TO REACH CARRANZA.
(Reuter's Telegram.) WASHINGTON, March 2. Mr Lansing believes tho Zimmerman Note never reached Carranza. The German Minister m Mexico City told the Associated Press that he never heard of Zimmerman m the niatter before the newspaper publication.
