The Republican leader, Mr Mann, declared that it was impossible for a patriotic nation to refuse to give the President power to protect American rights. Tlie Democratic leader, Mr Kitch, hitherto a pacifist, announced that he intended to support the Bill. Ilie chairman of tho Foreign Affairs Committee, Mr Flood, declared that American whips should bs protected, peacefully if possible, but by force of arms if necessary.
