Cable Association.! _. _ Y LONDON, January 8. - Ihe Daily News' Berne correspondent says news from trustworthy Austrian sources states that the differences between the Kaiser and the Emperor Charles has gone so far that they cannot again be reconciled. Austria having forced Germany to agree to a joint offer of peace, negotiations are now preparing for still more sensational steps.
