Tho New York World's Paris correspondent, in an -interview with the Belgian Minister for State. M. Van der I said that clandestine communications from Belgian occupied territory showed the Belgians unitedly support the Government's attitude on the German peace proposals. Peace was impossible without restoration of territory, reparation for damages, and guarantees against a repetition of the violation of treaty rights. The Belgians believed that President Wilson acted in a-Humani-tarian spirit, and that the Note will help 'and. not harm Belgians' cause. A comparison of the Allies and German views should suffice to convince tha United States of the insincerity of Germany's attitude and the impossibility of discussing the Germans' present proposals. Germany's need of peace is now very great. Possibly a s it becomes greater the situation will extort more reasonable proposals.
