It is becoming evident that Austria and Hungary sincerely desire to end 'the" war and to free themselves from the German yoke. ■'■''■■' Food shortage is pressing with ' extreme severity in Austria and Hungary, compelling the Magyars to side against the Austro-Germans. - Hungary resolutely refuses tb expor: gram to, Austria, although Austria declares herself starving. Austria threatens to refuse a renewal of the. Ausgleich, or economic agreement whereon the Dual Monarchy rests. ■ The sudden departure of the Kaiser from Vienna on the eve of the Emperor's refusal is now believed to be most significant.
