CRIMINALS SENT TO THE FRONT. THE KAISER'S POPULARITY. (Tbe Times.) (Received October 16, 9.15 a.m.) LONDON, October 15. • Mr Gurtin, the American correspondent, states that Germany is sending criminals to the front, chained to machine guns, and they are given -a chance to fight for their lives m a most dangerous spot. The 'Kaiser is still wonderfully popular. He gets a great reception everywhere. He looks older; otherwise he is unchanged. His personal entourage have spread statements that he is strongly opposed to fright-' 'fulness by submarines* and Zeppelins, but it is well known that tlie Kaisef ia seriously alarmed at the threat that he will be deported like Napoleon m the event of defeat.
