(Reuter's Telegram.) / (Received October 16, 9 a.m.) WASHINGTON, October 15. - The joint State and Navy Neutrality Board has submitted to the State Department a report containing recom-. mendations concerning submarine warfare off the American coasts. The findings are unfavorable to the continuance of German activities similar to last Sunday. _ Sdch operations m proximity to America constituted a nusiance which should be abated. America should refuse hospitality to all belligerent war vessels. The policy is apparently similar to that of Holland.
