CONCESSION'S IN CHINA.
COOL REPLY TO RUSSIA. (Reuter's Telegram.) (Received October 16, 9.15 a.m.) PEKIN, October 15. Japan and Russia have entered a protest against concessions by the •Chinese Government to Americans for railway and canal construction. The Russian Minister claims that Russia has been promised the privilege of building railways m the vicinity of Mongolia, but the Chinese Government replies that Germany must be defeated before such tt claim holds good.
