WILL NOT GIVE UP SUBMARINE WARFARE. (Received April 19, 12.45 p.m.) WASHINGTON, April 18. Count Bernstorff told Mr Lansing that under no circumstances would Germany give up her submarine warfare, which was a- retaliation for the British blockade. Germany was, however, willing to- make amends for any violations of international law. '
