MISUSE OF FOREIGN FLAGS. PARIS. Jan. 20. .' The Echo de Paris says M. Marcelhutin demands a. stoppage of the practice of vessels flying the Dutch, Swedish,. Spanish ,and even the Allied flags, scattering mines on the French coast. German, agents bny fake vessels and provide them with forged papers. They conceal the mines among their merchandise. KAISER AND FERDINAND. MILITARY REVIEW IN SERBIA. AMSTERDAM, Jan. 20. A Nish telegram states that the Kaiser met King Ferdinand of Bulgaria yesterday. They exchanged most 'cordial' greetings and watched from the citadel the inarch past- of Bulgarian, Macedonian, -and German troops. The Kaiser presented King Ferdinand with a Field Marshal's baton and King Ferdinand appointed the Kaiser Oolonel-in-Cfliief of a Bulgarian infantry regiment/. The Kaiser's retinue included Generals Falkenhayn and Mackensen, an admiral and. several other generals. King Ferdinand's following included two' princes. ,
