The. Discharged s< Soldiers' - Settlement Bill- was rea(d?a second' time and referred to 'the Statutes Revision Committee. The; War 'Funds KBill was considered in * committee, when several amendments suggested by, the : Statutes Revision Com-mittee-were included in t/he Bill, which was- read a., third, time and passed. ' Sir F. Bell moved the second reading of the. Finance Bill, passed by the House, of * Representatives^ at the previous ait-' ting. The mover explained the purport and scope of the Bill. Mr Paul said he thought the bulk of the taxation should have come from those who had made huge profits on the war. Too large a proportion of the taxation was levied on the wage-earner. Mr Samuel said that for the first time they had in the Bill the elements of a graduated tax appliedto revenue derived from mortgage. He questioned whether < this was a wise step. He referred to one or two other matters . which, in his opinion, required consideration. He did not refer to the pojicy or features of the Bill, as he recognised that money for war purposes must be raised. Messrs Wigram and Moore also spoke. The Bill was report- 1 ed from Commitee without amendment, read a third, time, and passed. The Council adjourned' at 5 p.m. until! 8 p.m. to-morrow. I
