EXCUSE
(Received September 10, 9.40 a.ni.) NEW YORK, Sept. 9. Karl von Weigand cables a report that the submarine commander who sank the Arabic says the liner turned towards him. He naturally supposed he was going to be rammed, and so fired the torpedo.
