CARTERS' GRIEVANCES.
A "WELCOME"' SPEECH,

AUCKLAND, this day. , When. speaking at the welcome to the Prime Minister of Australia, the secretary of the Carters' and Drivers' Union (Mr G. Davis) said he had thought it might be possible to discuss with Mr Fisher the good and bad features of the conciliation and arbitration system. "The system in this^ country," he added, "does not settle disputes— it manufactures them. From the t)ime an. award is {riven there is one continual wrangle." The speaker" proceeding to refer in an uncomplimentary manner to the way in whicn judges ' framed awards, when he \yas ' checked by the vusiiing Prim© Minister. ■ ' I "I would not say that," suggested Mr Fisher; "for the judges in this country, as well as in other countries, rightly or wrongly, dnterpret the law." ' Mr Davis accepted the advice, and went on to say that carters here were working 56 hours per week for from £2 8s to £2 12s. They fonnd that awards were not framed on evidence given in the Arbitration Court. For instance, the holiday s had -een redutjed from nine to eight, and the percentage of. boy labor had been modified when neither alteration had been asked for. They had gone to the trouble of getting, details and reports of the, proceedings, and the last case cost them something like £800. "That," remarked the visiting Minister "is a serious business." • jfrr Davis added: "And in this Domiim£ which iis called 'God's Own Counwe have under arbitration, carters ilffking for lO^d an hour."
