MANIFEST AT STAMBOUL. v ' (Received December 28, 8.55 a.m.) ATHENS, December 27. A sensation has been caused at Stamboul, a number of placards having been posted on the arsenal vilifying the Young Turks, and describing the latter's policy as disastrous to the empire and to the Caliphate.
