They rely on the. Zeppelins to cause panic and destruction to English sailors, soldiers, and civilians. This is more or less nonsense and bluff. H a Zeppelin wishes to escape anti-aircraft guns, it 'would have to fly to such a height that afwarahip would appear like a star in the heavens. The damage possible by Zeppelins, therefore, is probably small, and largely a matter of good luck. There is a growing , feeling against keeping the German fleet in strongly fortified harbors, which gives the reason for the East Coast raid.
