President Wilson has made tlie United States' attitude clear m regard, to peace proposals. The President declared that the American Government cannot press for peace until one of the belligerent parties formally «asks; therefore the United States is wdlling to join- m- concerted action by 'other neutrals, but intends to "refrain from taking any initiative itself. The United States is likely to attempt to secure large numbers bf Belgian refugees as settlers. President Wilson favors the project.
