DESPERATE CONDITIONS IN AUSTRIA.

HOME, September 19. From Vienna reports are received of rioting. The windows ' at the War Ministry were smashed. It is stated that the Russians have captured altogether 1000 Austrian guns. The newspapers are trying to ' divert attention from the campaign m France,- and the mass of Austrian people pin their faith on Germany, but anxiety is deepening. Commerce and industry are paralysed throughout the monarchy, and the unemployed problem is serious. Hundreds of people are engaged m constructing fortifications round Vienna, while there are 70,000 Galician refugp.es.
