AN INFORMAL DISCUSSION.
(Received Sept. 21, 8.60 aim.) LONDON, Sept. 20. It is reported that Dr. Bethmann-Holl. weg is verbally discussing the possibility of terms of peace with the American Ambassador, without indicating whether the Kaiser is aware of the discussion. President Wilson declines to accept the discussion other than as incidental to America's enquiry concerning Germany's a<tt'itude towards mediation.
