LORD ROBERTS' APPEAL. j (Press Assn.—By Telegraph— Copyright.) j LONDON, July 7. j Tho Ulster volunteer leaders landed two hundred thousand cartridges at Bangor. A sergeant of the lledfordshires has. been arrested for instructing tho'Nationalist volunteers m. revolver practice. Ten of tho "Die-Hards" voted for Lord Willoughby. do Broke's motion of rejection of the Amending Bill. Lord Roberts said the. present crisis affected the very roots of our national existence, and any attempt to use tho military to coerce Ulster would break and ruin the Army- He urged, m the cause of patriotism, members to drop party differences and seek a national solution, and avert an inexpressible disaster to the army and nation.
Lord Curzon said he favored a convention, but time was too precious and the tension too acute to allow that course. We couldn't advocate these solutions when he heard the tramp of armed men. The Amending Bill must fill the gap till a permanent settlementcould be devised. Lord Crewe said if the dropping of Home Rule and the scrapping of the Government policy were to be the preliminaries to a conference or convention fpr a permanent settlement, such a proposal could not be entertained. He asked the Opposition if the total exclusion of Ulster were included m the Bill, would they guarantee against civil conflict? He was not ashamed to say lhat he heartily dreaded the idea of civil conflict. (Received July 8, 8.30 a.m.) . LONDON, July 7.. Witli, tho Government's approval, Lord MacDonnell. m connection with tlie House of Lords' proposed amendment, has drafted a scheme to give 'Ulster' autonomy for five years, when, after a poll of the Ulster electorate, it may cease.
