The Governor's Speech was as foreshadowed and concerned practically every department of legislation. Many reforms were forecasted. A vigorous public works policy and reforms m connection with the need for decentralisation were promised. Mr Cann has been elected deputyleader of the Parliamentary Labor pajty. which has been vacant since Mr Hoi man .succeeded Mr McGowcn as leader. •(Receiver! July 8, 9.15 a.m.) SYDNEY, July. 8. A clauso m the Governor's Speech declared that the Crimes Act would be amended to put an end once and for aU to the death penalty even for capital offences. The Legislative Council adopted the A(tdress-in-Reply. Mr Wade (leader of the Opposition) secured an adjournment of the debate m the Assembly. It is understood that he moves an amendment against the Government to-day.
