If "At the last meeting of the Board 1 I received instruction!;- from the Chair--1 man to visit the following places and report : — ••(Jisborne Sheepfarmers' Works and tli-ain*-: I found these premises very satisfactoiT, and the only smell that I could trae t . to these; works wag one that always ascociates itself with works of this kind, and tin* lai-ger tho works the larger the smell. \\e the outfall of the main drain, I am pleased to report this has already been extended live chains further out to sea, and is yet to be extended another chain. This will allow the contents to be discharged well out to -sea at all tides, and providing solids cr e not allowed to enter this drain it should prove to be satisfactory. "Kaiti beach : I inspected this from the breakwater to a point past the Star of Canada, and found the beach clean and satisfactory. Septic tanks -. I have visited each of these during the hionth, and on. one occasion both tanks were opened for me to make ah inspection of the working. I found both tanks working- satisfactorily, and took a sample of the effluent from each as it left the tank to enter the drain which discharges into the sea. On my first visit to these septic tanks there wag- an objectionable smell m the vicinity of each, but since then the iron doors -which covered the openings have been removed and replaced by air-tight covers. This is a great improvement, .and if the vent shafts were carried higher, I do not think any complaints could be laid against the septic tanks. Abattoirs drain: On visiting here I found the drain discharging upon the foreshore some distance from the water's edge. Solids had been allowed to corns down, and bits of offal, congealed blood, etc., -were spread m a wide path over the sands down to the water, attracting a large crowd^of. gulls. •■ I consider the drain- calls forifnproVement. "Awapuni gut works : I found the drain from these works is carried further out' to sea, and wasfxlisc'har.ging its contents into the* water. I did not notice any solids* here. "V There .was a smell, but nothing more than one would expect to Jind from drainage which comes- from works of this kinaV I have visited these premises several times' during last yeaiy ' arid'haVe always found them clean and .the owners ev*r"ready to do anything'suggested to- eliminate anything likely -to givVoffence so far as the nature of their trade will permit. ' "Nelson Bros.' Taruheru works : This firm has now stopped discharging their drainage into the Taruheru river. A pumping plant has been installed, and when working at full pressure discharges at the approximate, 9600 gallons per hour on to a plot of land about 2 acres m area. This irrigation plant is situated close beside the Taruheru road. I have already received complaints from persons using this road of a most offensive smell which comes from ths plant. These complaints are not without foundation, and I am afraid this method of treating the drainage from such large works as those on such a small area will prove a failure.." Mr Kenway said the company were expecting a visit shortly from Mr Beakcs, and he had been deputed, m the absence of the Chairman of Directors, to meet Mr Rcakes. He wanted to make their position clear, and said the company's board of directors intended to carry out everything that was suggested: The Chairman : But he is not the health authority. Sup]>osing he suggests'somethinqr and the Board did not consider it sufficient? Mr Kenway : I will make it quite e'ear ; we' will" follow Mr Reakes' instruction. . The Chairman : That is what 1 thought. On the motion of Mi* Mann, it was decided to forward copies of the report to the Cook County Council and Borough Council. The Chairman : I have seen for some time past that Nelson Bros, have something cl*-:** to face. Mr Mann : They are keeping it out of the river — that is the only merit about the present arrangement.
