PANAMA CANAL TOLLS.

Supporters of the President's , campaign against the toll exemption on American ships announce that it is certain the President's policy will be carried m both Houses despite the opposition. President Wilson shares m the feeling of confidence. President Wilson addressed the Congress m person, urging that he was unable to know how to deal with other and more delicate matters if Congress did not support him on these questions. "We ought," ho said, "to reverse our action without question as to whether we were right or wrong, and so once more deserve our reputation . for generosity and redemption of every obligation without quibble or hesitation. Everywhere except m the United States the language of the treaty is given but one interpretation, and that interpretation precludes the exemption I am asking you to repeal."
