LONDON, February 15. Mr Scurr, chairman of the London dockers, opposes Mr Masterman. Mr Montagu, Under-Secretary for Interior, succeeds Mr Masterman as Financial Secretary to the Treasury. , . (Received Feb. 16, 9.30 a.m.) LONDON, Feb. 15. Candidates at Poplar election will be Mr Clark, Unionist; Mr Yeo (recently Mayor), a Liberal ;ahd Mn Jones, Labor. The Insurance Act will be prominent m the Bethnal Green election. Mr Masterman has announced . a scheme to deal with the grievances of. casual laborers. v Mr Wilson, the Unionist candidate, proposes a. drastic amendment of the Act.
