"The great bulk of the people of Bulgarian blood who are m misery ate m the new Servian -territory, .where th« annexed population, numbers about 400,000, a majority of whom are homeless. . "On the other hand, m old Bulgaria, great numbers are near starvation. Statements come from the country of horrible atrocities . committed to obtain food, even of the*; most revolting kind, but I feel not the 'slightest hesitation m believing them. "Servia is doing her best to relieve her 400,000 annexed citizens, but he? r«s<nurc§B ore limited."
