The situation is reported to be grave. (Received Feb. 7. 12.5 p.m.) CAPE HAYTIEN, Feb. 6. There has been rioting and pillage here. General Thodore, m endeavoring to establish a Government, met M*ith much opposition. The American gunboat Nashville landed bluejackets at tho request of the foreign Consuls.
