A resolution carried by the Labor Conference on Monday, m favor of the" abolition of the penal clauses of the Arbitration Act, did not meet with the approval of a strong section of delegates. The opinion w r as freely expressed, that itmeant knocking the bottom out of arbitration. Mr Stuart Robinson last/ night secured tho recommittal of the 'motion, and moved an amended' resolution, that there be no penalties m, industrial arbitration except for lock-outs and strikes. This was . cWried by 101 to 15, and incorporated m the : platform m lieu of Monday's resolution. ' ' Resolutions were adopted m favor -of the appointment of female factory inspectors, and emphatically opposing compulsory vaccination.
