The DaHy News says the Admiralty thinks it has done nothing improper m spending several millions which Parliament has not voted or Cabinet approved, but this is dangerous nonsense. We are faced with a grave violation of ,the constitution when overVexpenditnre is allowed to run on for months without the responsible Minister drawing Parliament's attention to ,tho matter. It fs useless for, the Admiralty to plead miscalculation. ,
