mm*TURKEY'S REPLY TO BRITAIN, FRANCE AND RUSSIA. INTERFERENCE RESENTED. (Press Assn.— By Telegraph— Copyright.) LONDON, December 15. Reuter's Constantinople correspondent says it is understood that the Grand* Vizier's reply to British, French and Russian inquiries is that the arrangements were carried out at Mahmond Shevket's instance, whereby 'instead oi employment of foreign advisers the actual command was conferred on foreign officers entering Turkish services. This course has already been followed in cases - in the navy under Admiral Limpns, and the gendarmerie m the Armenian vilayets under Colonel Hawker. He adds that Von Sander's authority is limited, especially in the matter /of the Straits and Constantinople, whose garrisons are under the command of Faki Bey. Turkish * official opinion is much aroused at the Powers' so-balled unwarrantable interference with Turkey's sovereign rights. -" A nolpvorthy consequence of the enquiries has been to confer an unexpected popularity on the German mission, even among the Chauvinists, who at the outset viewed the foreign command with misgivings.
