Mr Bryan has published a Note which General Huerta presented to for* eign diplomats, wherein he explains that tho usurping of power by the. ' Lower Chamber made its dissolution imperative. He promises new elections'" at an early date, and claims that mean- . while he is continuing the pacification; of the country. President Wilson is now considering allowing the exportation of arms and ammunition to alt parts of Mexico with a view to settling the insurrection one way or the other. The New York World asserts that the United States will compel forcible elimination- of Huerta. It will - ignore England when it comes to deal , with the situation. BERLIN, November 11. .'? ~ : ' The Frankfurtrer Zeitung's Mexican - correspondent says that Huerta is ordering war material merely worth £30,000. Other reports state that large shipments of arms and ammunition are arriving m December arid heavy cannon ,m January, Huerta is attempting to procrastinate until then, probably granting concessions of petroleum to English firms and railway interests to Belgians m exchange for the capital necessary to run the country. --, MEXICO CITY, Nov. 11.
