Mr Johnstone, Minister at The Hague, unveiled the bust of King Edward VII. M r Carnegie, m unveiling 1 the bust ot Sir Randall Cremer (founder of the International Arbitration League), said : "If the Kaiser were surrounded by a Council of Nations universal peace would be assured. A small spark often creates a flame, and the Kaiser holds the torch."
