KAISER HOLDS THE TORCH.
THE WORLD'S PEACE

The Czar has telegraphed to Queen Wilhelmina, stating that he hopes the Palace of Peace will contribute to the cause he has always had at heart. Mr Johnstone, Minister at The Hague, unveiled the bust of King Edward VII. M r Carnegie, m unveiling 1 the bust ot Sir Randall Cremer (founder of the International Arbitration League), said : "If the Kaiser were surrounded by a Council of Nations universal peace would be assured. A small spark often creates a flame, and the Kaiser holds the torch."
