The Commonwealth flag was unfurled on tho site of the proposed naval base at Cockburn Sound, which was named by Admiral Henderson as a fleet base. Senator Pearce, Federal Minister of Defence, at the ceremony stated that the base would comprise a complete dockyard. Tho Government was considering complete slips for the building of battle-ship-cruisers, besides ship-repairing, sections. The floating dock would accommodate the largest warships afloat.
