The city is decorated Avith triumphal arches and flags. The streets are thronged with people. One hundred and eight-seven senators and five hundred representatives assembled m the Lower Chamber out of a total membership of 870. Nearly all wore frock coats and top hats. The senior member of the House of Representatives declared the Parliament open. . The' ceremony ■ was simplo and impressive. There are great rejoicings throughout China.
