TEACHERS AND JUNIOR CADETS.
' The treatment meted out by the Defence Department to the local teachers who form, the officers of the junior cadets of this district was the subject of a complaint that was ventilated before the Teachers' Institute to-day, apd Major Kindei-i senior officer of -file local cadets, and Captain Skelley^ adjutant Ist Battalion. 9th Regiment, were present by invitation. It was pointed out by Major Kihder and Mr R. Cole that whilst the Defence Apt provided that members of the junior cadets could sit for examination, .as prescribed for the territorial force, and on passing. same be eligible for commjssipns, the Defence Department had debarred them" from doing so. As the outcome of representations, the Department had subsequently Intimated tjjat m certaip oases permission might be granted, but it wascontended the teachers had a i<\ght to this privilege. It was also stated that junior cadets could not turn out to general parades because their officers had_ neither rank nor status with the territorials. Exception ' was also taken to the statement made by Captain Skelley to a Herald representative concerning the want of co-operation on the part of the headmasters of the schools In supplying returns, but m this matter Captaih Skelley explained he was not referring to Gisborne particularly, but to the Hawke's Bay district as a whole.
