J. Sandys, directing the committee "to divide the Bill into two parts—one dealing with the Irish Parliament. and the. other' with _./. the Constitutional alterations to the Im- . perial Parliament — was negatived. Mr Ager-Robertes (Liberal) ' moved : the exclusion of Antrim, Down, Armagh and Londonderry from the operations of ■•■ the Bill. Mr] Asquith (Premier) said that any practical suggestions rendering- safe- . guards effective would be welcomed, but they were unable to split Ireland into parts. , Mr Balfour (ex-leader of the Unionists) j; said that Ulster had no quarrel with h the English Parliament, and no belief . m its unfitness to deal with Irish affairs. If the English Parliament failed, with ' Home Rule for Ireland would the Irish Parliament be any more successful m Ulster?
