Discussion regarding .the speech recently made by Mr Winston Churchill: (First Lord of the Admiralty) and the visit of Lord Haldane to Berlin con- | tinues. The Nueste Nachrichten says: "Germany is grateful to Mr Churchill for his candor at a moment when his colleague is among us with claws m velvet gloves." I The Conservative journal, the Kreuz! Zeitung, states: "No one m Germany now doubts what the British Government means by an understanding with Germany. It means the latter's official recognition of British claims to be the arbiter of the world." (Received February 13, 10.35 a.m.) BERLIN, Feb. 12. The Lokal Anzeiger says that Lord Haldane doubtless came, m full agree ment" with his colleagues, -with the firm intention of achieving something m the shape of an entente. There certainly had been no question of mutual limitation of militar- and naval armaments. The Lokal Anzeiger agrees that England needs a superior fleet, but states that Mr Churchill's declaration that the German fleet is a luxury discloses regrettable ignorance of Germany's requirements. The Cologne Gazette says that doubtless Lord Haldane's impressions will alter Mr Churchill's conceptions. The Voenvaerts states that Mr Churchill's speech is a plain answer to the forthcoming naval increase. PARIS, February 12. The Echo de Paris is afraid that the English Radicals may again let themselves be tricked by the mirage of disarmament. BRUSSELS, February 12. The Belgian periodical, Mouvement Geographique, states .that the AngloGerman pourparlers relate largely to the island of Timor, half whereof belongs to Portugal, and the neighboring island of Cambing. Germany is greatly interested, and will compensate Portugal for the loss of v the islands. , mmmmmmmmmmmmmmmmm
