Lord Haldane at Edinburgh Avelconled Lord Roberts' more generous attitude towards the Territorials, but said the construction of a scientific defence scheme .had been eA-olved by the greatest military ,and naval minds of the country> and had made invasion impossible, while the new naval staff was- the final step ip the finest defence scheme of the Avorld.
