HOME RULE FOR IRELAND.
(Press AaKi.--By Telegraph.— Copyright.) <Rr£eived November 20, 8.5 a.m.) LONDViX, November 19. Mr Birrell, at '£eeds, declaa-ed that Ireland wns'-jiiot contributing a farthing to the army aiwKrfeivy. Instead there was an annual deficit of £2,000,000. It ; was hopeless to expect economies while they withheld Home Rule; Without imposing undue burdens on the British taxpayer, they might cut loose and give Ireland an opportunity of Working its own regeneration. m any case the British taxpayer must .not allow a financial bugbe«v to' -frighten 'him.
LONDON, Nov. 10. ( The Cabinet j^esterday gave further consideration 'to the Home Rule Bill. Sir John Symon, Solicitor-General, be'fff, present to, advise his colleagues with regard to the legal, aspects of the mea-siu-e. The fuiaucial features of the Bill ajre attracting .mos^. attention. An, alternative to the proposal that the new I,rish Parliament should be given a lump grant of £10,00^000 is that Great Britain should continue to bear certain items iv Irish expenses, such, for instance, as old age pensions. The committee that is dealingi with the Bill is reported as -having endorsed this proposal. Another suggestion is that Britain should retain -control of the Irish Customs and. excise, but this is not favored. ~ ..
' The, optimism of- Irish Parliamentarians regarding; the "early establishment, of Home Rule is related by Mr F. Moora, of Auckland, who has returned from a Visit to the Old' Country v While i'n.Lohdoii Mr ]\ioore was entertained at luncheon at the HoUse of Commons by Mr .Devlin, M.l*. Other Irish members were present^ including Messrs W. Redmond) Boyle, Scanlon, and Stephen Owjrnn. All were enthusiastic about the possibilities, of success for thp Home Riile cause, and Mr • Redmond informed Mr _ Moore that, the .Government law draughtsmen. were busy cojnpleting ' the detail's of a lldme Riile Bill which they believed would bis just as satisfactory as ,_the late My. W, . E, Gladstone's Bill, f his proposed, legislation would, it was expected, be introduced early next yeaiv and now that the veto had been removed it was regarded, as, certain that Home Rule would , be established within two years. .., All the Irish leaders expressed themselves as gteally; pleased with the ready, response of the New fcealalid people in' connection with the appeal for funds, and ' Mr Redmond added that he believ.ed , thai ther^.. would never.; ngaan be. a need, 'for appealing jfor the financial, support of Oversea. friends, to fight tlnv cau^o of Home Rule. .: .. = In Ireland itself >lr Moore found tjhe same blStimismVabqut >the prospects of an Irish Parliament being established at College Green within the next two years. ' Both North and South he foUiid the people m great heart about the ultimate success of their cause. Mr Dillon. M.P., he met m Dublin, and that great advocate told Mr Moore that Ireland had ."turned the corner," and that m. ten years' time no one would know the. country. The taik.of Sir. Edward Carson and a few .others about civil war, he said, would not Jj'e^t&keit seriously jn Ireland by U\q greatimajority of people. Wlien the 'fibrnfe Rule ; Bill beca/ne la^v it was felt' that the Irish, irrespective of creed, /would work together for tho good of their coumtryv <■'■"
