WARNING TO PERSIA.
RUSSIAN TROOPS MOVING
READY TO ENFORCE DEMANDS. (Press Assn. — By' Telegraph. — Copyright.) ST. PETERSBURG, Nov. 17. It is semi-officially announced that Persia has not replied to the Russian ultimatum. - The Government has ordered four thousand troops to concentrate at Kasima. The press attack Mr Sinister, who is assuming powers derogatory to: Russia and' Britain, and is also overriding the Persian Cabinet. [The head of the Foreign Office recently informed the Russian Minister that until a Cabinet is formed it will be impossible to reply to the Russian ultimatum. The Russian Note demanded the withdrawal of the Treasury gendarmes sent to seize property and an apology. The 'Persian Cabinet and the Regent resigned.]
