(Received November I*3, 9.30 a.m.) BERLIN, November 17.' Reports Rave been received of panics and damage by earthquake thrPughout central Europe. There were shocks in Belgium and' France. The audience and actors at Mulhouse, Augsburg, Stuttgart and other towns fled from the theatres. Many faced the night in the open squares. The Hohenzollern castle at Hetc'hingen was badly damaged, also manv churches.
