The Customs taotai of Yunan lias absconded to Hongkong with a million taels intended to repay foreign loans. An interesting problem arises as to whether he should be extradited to the Central or Republican Government ; also as to whom the money should be deliverable. SHANGHAI, November 17. The Republicans' programme includes the appointment of Sun Yet Sen as President. Representatives of the accessible provinces met and elected delegates ; to the central Government, which is being established at Wuchang. Liyuanpeng urged v the Consuls at Hankow to recognise the federated States. The * taotai notified their inability to pay the half-million taels due in connection with the Russo- French loan.
