SEWERAGE SYSTEM.

HOW THIS WORK IS TO BE COMPLETED.

A FURTHER LOAN RKQUI'vKD

After three hours' careful deliberation m committee last night the GiHburnc Borough Council came to an unanimous and important decision as to how the sewerage works arc to be completed. The meeting was adjourned from Wednesday night for the Borough Engineer to prepare a report regarding the lowest tenders for, and the position of, the sewerage works. 'there were present last night the whole Council, namely : Tlio Mayor (Mr W. I). L'ysnar), Cis. F. Harris, (j. Smith, W. Webb, W. Pettie, J. C. Collins, .f. Brown, A. Wade, A. Sawyer, and 0. Oarton. The report was considered m committee, and after a lengthy discus^ siort all unanimous decision was ai rived at. When the Council resolved back into open meeting the Mayor reported that they were unanimous m agreeing to the following resolution: "That this Council accepts the tender of Messrs Howie and Matthews (Wellington) for contracts Nos. 1, 3, and 4; Messrs Brightling and Marriott (Christchurch), for , contract No. 6 ; Mr H. Hccncy for contract No. 8; and that Nos. 25 5, and ? be completed by day labor; No. 9 to be held over tor consideration." The tenders accepted, the Major explained, totalled £19,806: On the Borough Engineer's figures which they had had beforo them it was shown that to complete the- works there would be a shortage of about £8000 on the amount of moneys available, and it would be necessary to go to the ratepayers and get a further loan to meet the- shortage. The portions that were to be done by day labor were (No. 5) the balance o't the section "how m" hand between the wharf and Carnarvon street, (No. 2) a small section iit the wharf, (7) Kaiti. The outskirts of the Borough would be done by contract, except Kaith Kaiti was considered' extra' good ' ground to •work m by day labor."' Contract 8, the Kaiti septic tank, had been let to Mr Heeney, a local man. His price was £5 more thaii the lowest tender, but lijs tender was accepted because they knew the work would be proceeded with at once, whereas' the outside tenderer would m all probability not Commence the 'work for some time. ' " ' The Mayor formally moved the adoption of the report. In doing 'so, he said he' congratulated' the Council heartily upon the result of the • meeting .that; hi coming; to art uilurlimoins - decision, atnd ho' trusted that one and all would stand loyal to that position, and when the time came to approach the ratepayers for _ the extra money thdt the "Council would stand united as they were that night. (Hear, hear:)' - . "■' ' ' In; seconding, the motion, Cr. Smith said the whole matter had been well thought out ' and threshed dut, : and he congratulated' the Council "Upon coming to the 'decision they had. Tile "set?' tioh's reserved tb be carried out by day labor would ' be a distinct advantage to the Borough,, and he ; had no 'hesitation m saying tliat ' in his opinion tlte'Borj ough Engineer's estimatd for this Work I would be -within the figures mentioned. He believed m contract work, but as ■ these sections were already m hand he j thought it advisable to finish them by day labor. The motion was carried unanimously. Tho Mayor said that now the work whs apportioned tho" question of reduc ing the periods for the completion of the | work should bo considered. Permission ' might be granted tho wofkß com I mittee to arrange that with the con tractors. I Cr. Da r tori, thought that under the al Itered conditions the Engineer should go into the multef. | At the instance of the Mayor, Cfs. Pettie, Smith, and Wade were, appoint jed a committee to go into the matter with the Engineer, with power to act, •and Cis. Pettie and Smith were authorised to sign the tenders. ' On the motion of Cr. Smith it was agreed to have .fresh plans prepared for tho pipe bridge across the river between Whataupoko and' Kaiti, and that fresh tenders be called for the construe tion of the bridge. It was also decided that the final certificate be given .by the designing ten gineer or such person as the Council may appoint. "The result of trie tenders go to show." remarked Cr. Dartoti to a Herald reporter after the meeting, "that the Borough, Engineer has been perfectly correct all through as regards the sewerage work. The Engineer reported to me some monthß ago that a £10^000 loan would be required to complete, the work, and I only laughed at" him. It has now turned out ,that lyv w^a .courect."
