He said that the remarkable growth oversea required the gravest consideration of statesmen to prevent difficulties which might m future be almost possible of settlement, but which might be. dealt with Avhile tho populations were limited. He believed tluit m twenty-five years the combined population overseas would exceed that of the United Kingdom. Those controlling the Empire's destinies had to consider expansion. The units were all deeply concerned m tlie maintenance ot some % loose form of federation not kept together by sentiment. The' experience of the United States showed what tremendous changes might tuke place m regard to nationality. He believed that they would have to face such a problem, owing to the attractiveness overseas for settlement to people of different language to our own. It was less a question of emigration than immigration treated Imperially, and he was anxious that care should be taken to •keep our people within the Empire, for its future strength might be dissipated, and the best of the population spread amongst alien countries.
