ENGLISH PUBLIC-HOUSES. LONDON, March 14. By the introduction cf the Hotel Improvement Bill, whiah is being presented to the House of Lords by Lord Lamington (formerly Governor of Queensland), it is hoped to establish a new order of things and improve puUichouses generally. Lord Lamington says that the pre-sent-day public houses are the cu.rse of the English nation. They are merely drinking .shops, and he blames the judges for opposing any improvements.
