BOROUGH COUNCIL.
The fortnightly meeting of the Bor ough 'Counojf'v was held , last evening, There were' -present :' The Mayor ("Wi W. D. Lysnar), Crs. Hepburn, Maynard Darton, Clayton, Jackson, Pettie, Sheri dan, Harris and Collins. The Valuation Department advised that a . voucher for £337 10s, advance bh account of subsidy due to the Council for 1910-11, has been forwarded tt the Treasury.— Received. Mr H. J. Blow, Under-Secretary foi the Public Works Department, advised that Mr W- A. Bavton,,S.M., had been appointed a commissioner to hold an m quiry. re Waimata river bridge. — Referred to Borough solicitor! Mr E. Wilkinson, poundkeeper, reported that 19 ' coWs, 1 bull and 142 horses had been impounded during January. Receipts totalled £37 6s.— Adopted. The nightwatchman, Mr W. Fras'er, re ported having given an alarm for the fire on Monday night last. — Adopted. The Works Committee reported upon the power-house site, metalling of Huxley road (recommending the payment of half-cost, not to exceed £10), adoption of new street byJaws, building by-laws, and Outfall sewer. Regarding tlie latter the committee had referred the matter to- the consulting engineer. Several of tho above matters arc reported elsewhere. The Waterworks Committee reported upon several matters. Regarding the application of Mr Algie for a free house connection m Mill road, the committee could not grant same, as all connections outside of the original contract must be paid for by the owners, tjie^ council having no funds available for, the purpose. After discussion the ' decision was endorsed by the council.' •'. The Plumbing Board's report was* adopted.— lt was agreed to amend the by-law regarding licenses 'as recommended. the report stated:— "l have the honor to report that the inaugural meeting of the Gisborne Plumber-**' . Board' of Control was held oil; Monday, • February 6th, at 8 p.m., at the Borough Council Chambeif*. there being present Dr Collins, 'the Borough Engineer, Mr W Morgan, Mr C. S. Allen, and Mr Jaine* S. A'lleit. A considerable amount of business was transrtcted. It was decided to recommend the Borough Council to accept tlie nomination of Mr James S. Allen by the master plumbers of Gisborne as a member of the board tempor- •'"*'•?'•' n w«» decided to hold an examination of niaster plumbers on April 7th next, and the board recommends you' to grant ••provisional licenses to these gentlemen until the result of such examination is known. Also n preliminary examination for journeymen plumbers will -be- held m March next-,' commencing on Saturday, the 4th, and concluding on Monday, the 6th, and. this board recommends y6ur council' tfl ' grant on the result of the same provisional certificates, to hold good for « period of 12 months. In order to relieve plumbers from having t<) pay for two separate' licenses, one for waterworks anfl the... other for sanitary work, my board alsb recommends your council to consider the advisability of charging one fee to . cover both works, this 'matter' was brought before thi? board on bebalf of the journeymen plumbers, who consider that they are under a hardship ih having to pay for separate licenses as at present. A report was submitted by the Mayor regarding an interview he had with Mr Cuthbert, Christchurch .City drainage engineer, who previously had advised the council upon the sewerage system and its probable cost. Asked if, m going, into the probable cost of the Gistborne sewerage, he made any allowance -j , cost of vvater difficulties, he stated that he had allowed as for a substantial amount of water to be dealt with, and unless there was an extraordinary amount of water »he still thought the work should be done within the. estimates, judging by. the cost of their own work m Christchurch. Mr Cuthbert personally thought that contracting was the best; and not day labor, for municipal work, and the Christchurch Council did all their work by contract, except repairing. - Mr Stavely his assistant engineer, had informed him at J#£J lvera & c cost of th <* drainage was £1200 per mile or £15 per chain but m consequence of costs m connection with a particularly . difficult contract, the cost had increased to £19 n c r chain. r When the reading of the report was m progress Cr. Collins moved that as they did not ask for or want the report it be not received.— There was, howevcr ' no seconder.— Cr.
